Саленко А.В., Глотова Ж.В. Правовое регулирование использования языков: опыт Европейского Союза

Аннотация: В статье анализируется опыт Европейского Союза в отношении правового регулирования порядка использования официальных и рабочих языков, а также изучается лингвистическая (языковая) политика ЕС по отношению к прочим языкам - например, региональным языкам, языкам меньшинств, а также иностранным языкам мигрантов, проживающих на территории Европейского Союза. На основании проведённого в работе исследования сделаны выводы и предложения по совершенствованию сотрудничества России и Европейского Союза, в частности в рамках проектов приграничного сотрудничества в Калининградской области. Авторами статьи предлагается внедрять опыт Европейского Союза по поддержке изучения иностранных языков. Подобная практика возможна в провинциальных школьных учебных заведениях Калининградской области, где в порядке эксперимента следует предлагать для изучения литовский и польский языки. Данные языковые знания будут востребованы и могут быть реализованы как учениками, так и их учителями в повседневной жизни в приграничных районах Калининградской области. The authors of this article investigate the experience of the European Union with regard to the multilingualism policy, in particular the european regulation of the use of official and working languages, of regional and minority languages, as well as languages of other ethnic groups living in the European Union are under consideration. On the basis of the fulfilled research several conclusions and proposals regarding optimization of the existing cooperation projects between Russia and European Union are made, especially with regard to the cross-border in the Kaliningrad Region.

Abstract: The article presents analysis of the experience of the European Union regarding the legal regulation for the procedure for the use of official and working languages, as well as the linguistic (language) policy of the EU regarding all other languages, such as regional languages, minority languages, and the foreign languages of the migrants residing in the territory of the European Union. Based upon the study the authors draw conclusions and propositions on the improvement of the cooperation between Russia and the EU, specifically, within the frameworks of the projects for the cooperation of bordering regions in the Kaliningrad region. The author of the article offers to introduce the experience of the European Union on supporting the studies of foreign languages. Such a practice is possible in the provincial school education institutions of the Kaliningrad region, where within the experimental framework the Lithuanian and the Polish languages may be offered to the students. Knowledge of these languages shall be in demand, and it may be applied by the students and their teachers in their everyday life in the bordering territories of the Kaliningrad region.
