М. В. Шугуров Деятельность Всемирного банка в сфере глобального распространения знаний и технологий: право и практика

Аннотация: Статья посвящена исследованию функций Всемирного банка в качестве «банка знаний». Большое внимание уделяется анализу Политики открытого доступа к официальным публикациям, являющейся правовой основой дальнейшего реформирования Банка в направлении открытости и результативности его деятельности. Автор ставит акцент на вкладе Всемирного банка в дело обеспечения полного и эффективного осуществления прав и свобод человека, релевантных научно- технологическому прогрессу.

Abstract: The article is devoted to the study of the functions of the World Bank as a “bank of knowledge”. Much attention is paid to the policy of open access to the offi cial publications, which form the legal basis for the further reforms in the Bank towards its more open and effi cient activities. The author accents the input of the World Bank into the guarantees of all-inclusive and effi cient implementation of rights and freedoms of people, as relevant to the scientifi c and technological progress.
