А. А. Сергунин, В. Н. Конышев Ремилитаризация Арктики и безопасность РоссииАннотация: В условиях повышения геополитического статуса Арктики явно намечается опасная тенденция к милитаризации региона. Это выражается в усилении военных присутствия и активности ряда стран, а также НАТО в Арктике; модернизации вооруженных сил, дислоцированных в Арктике, и соответствующей военной инфраструктуры; активном использовании военно-морских флотов для отстаивания своих экономических интересов; тенденции к формированию новых военно-политических блоков и/или коалиций. При определении своей позиции в отношении ремилитаризации региона Россия должна проводить сбалансированную линию. С одной стороны, она не должна забывать о мерах по обеспечению своей обороноспособности в Арктике, с другой – ей и другим заинтересованным государствам и международным организациям необходимо уже сейчас задуматься над поиском взаимоприемлемых решений с тем, чтобы не допустить дальнейшей эскалации негативных тенденций. Создание особого регионального режима по контролю над вооружениями и развитие мер доверия могли бы стать важными приоритетами международного сотрудничества в Арктике. Ключевые слова: политология, национальная безопасность, милитаризация, Арктика, Россия, НАТО, региональная безопасность, глобальная безопасность, Северная Европа, США и Канада.Abstract: In the conditions of growing geopolitical status of the Artic, one could clearly see a dangerous tendency to the militarization of the region. It is expressed in growing military presence and in the activities of the number of states as well as the NATO in the Arctic, modernization of the armed forces, which are located in the Arctic, and the relevant military infrastructure, active use of marine military fl eets for the support of economic interests, as well as the tendency to form new military and political blocks and coalitions. The formation of a specifi c regional regime of control over arms and development of trust measures could have been important priorities in the international cooperation in the Arctic region.
