The co-authors present their ideas to contribute to the UNOOSA discussions on a possible legal model of regulating the space resources exploration, exploitation, and utilization. It is shown that finding modalities to regulate the field of space resources mining properly is not a purely legal problem. It is a problem of seeking the international consensus for choosing an operating model the Space resources mining activities will develop within. The analysis of current discussions marks that the legal philosophy cannot be able to propose the legal model which would be endorsed by all UN countries. In today’s context, it would be more useful to start with the search for workable solutions which most of UN countries will consider as politically fair and economically efficient ones. The authors note the practical benefit of analysis the issues of space resources regulations from different perspectives and give some modalities for a consensus to find as well as proposals for action. In particular, the authors suggest for discussion the proposal to balance the potential permission to perform the freedom of economic activity in Outer Space by the legally binding norms requiring bodies involved in the space resources mining to allocate a certain share of the profits from this activity to develop space exploration opportunities for the non-space countries.

Around the world, increasing numbers of developing countries are investing in space-related technologies, seeking partners for space projects, and even constructing launch facilities. Those countries must overcome many hurdles to benefit the space independently for their own security and to make significant contributions to peaceful activities, even if they use the advantage of turning up late in space studies. To see the concern between science and technology and space science and its technology within a country, it is sufficient to take a look at Research and Development investments supported by realistic policies. Incipient countries must consider the importance of international cooperation to share the risk and cost and to create synergy, rather than following and copying the initiators in discovery of space, they should be able to develop new technologies and creative solutions with increasing international actors and projects, and be prepared for future with flexible and sensational plans. Turkey took important steps within the last 20 years but these efforts could not attain desired results yet. Turkey gained a position as satellite and satellite sub-system developing country in the world classification of active countries with initiated space projects. Besides not having sufficient space industry within the country, most important obstacle towards Turkey is undeveloped social consciousness in this field.

Serga E.V., Gladkov I.A. On experimental verification of the possibility of gravity control

The subject of the article is the theoretical rationale of the experiment, which implementation can prove the possibility of gravity control. In modern practice, only methods are available aimed at overcoming the gravitational pull (passive methods). The widely discussed question, concerning the possibility of active gravity control, is under theoretical research and has not yet been experimentally confirmed. The proposed model of the experiment is based on the theoretical concepts of physical vacuum as a material medium in which electromagnetic and gravitational waves propagate. The methods of formal logic, as well as general scientific research, approaches: generalization and critical analysis of theoretical positions and experimental data, synthesis, was used to solve the tasks. The paper designs the promising method of action on the vacuum, which can lead to disturbance of its structure and characteristics, and, consequently, to the interruption (full or partial) gravity interaction. According to the authors estimates the effect of reducing the gravity force can be experimentally detected using existing charged particle accelerators without additional time-consuming research.
